Sir,
I take the'liberty to address you in regard to the conditions
of this agency, and of the course which I have felt myself compeled
to adopt in discharging the duties of this office, when I reached
this place on the 5tn inst. I learned that the Indians in the south,
(the Utahs and Pah-vants) were in a very unsettled, and dubious
state of felling towards the whites, partly on account of the death
of Walker, their chief, but more particularly in consequence of the
inquisition which Col Steptoe had made upon them for the members of
the Liut. Gunnison and party. Hearing that hostilities might acÂtually
sneak out, I deemed'it necessary to make a visit among them
immediately, But when I called upon the Government to furnish me
with an outfit and funds to defray the expenses of the tirp, he inÂformed
me that there was nothing in his hands to defray the expenses
of the agency, although he was anxious that I should make the visit.
I therefore felt myself forced to negotiate a loan upon the credit
of the department of Indian Affairs at Washington, and in view of
