Rocky Mountain Power uses its non-consumptive water right at Storm Mountain to divert most of the water out of Big Cottonwood Creek. The forebay stores water and helps generate 156 pounds of static pressure for the Stairs Station about one mile down the Big Cottonwood Canyon road.
