Baxter Pass was named after Frank E. Baxter, construction engineer, and Charles O. Baxter, president of both the Gilson Asphalt Comapny and the Uintah Railwayl. They had moonlighted to make the preliminary surveys for a railroad line during the fall of 1903. This train is nearing the summit of Baxter Pass. |
